Spencer Wavra, Ed.D.
Director, Special Programs
With over twenty years in the field of public education, Dr. Spencer Wavra has both teaching and administrative experience at the elementary, secondary, and county levels. Beginning his career as a middle school Social Studies and Special Education teacher, he has held numerous site and district leadership positions, including Assistant Principal, Principal, and Director of Special Education. Most recently, Dr. Wavra served as the Principal of San Marcos Middle School from 2017 to 2021.
As a proud San Marcos Unified School District parent and community member, Dr. Wavra holds a Bachelor of Arts degree in Government from the University of Redlands, as well as a Master of Arts and Doctorate degree in Educational Leadership from San Diego State University.

Silvia Ventura-Jacobsen
Director, Multilingual-Multicultural Education
Silvia Ventura-Jacobsen has dedicated over three decades to the San Marcos Unified School District, serving in roles ranging from Bilingual Teacher to Principal. As a leader in the district, Silvia pioneered the Dual Language Immersion program at Twin Oaks Elementary School, driven by her strong belief in the power of bilingual education. She is committed to fostering environments where students can connect with diverse cultures and gain a deeper understanding of different perspectives through language acquisition. Silvia's work focuses on equipping educators to effectively support Emergent Bilingual (EB) students, ensuring they excel in English while celebrating their home languages and cultural identities.
