El departamento esta involucrado con una gran variedad de proyectos para mejor servir las necesidades de los estudiantes, padres, miembros de la comunidad y empleados del distrito.District English Learner Advisory Committee (DELAC)The District English Learner Advisory Committee (DELAC) provides parents of English Learners (EL) in the District the opportunity to participate in an educational system that might be foreign to them. State and Federal education laws require districts that have 50 or more English Learners to form a committee for the purpose of dealing with matters relevant to their needs.
SMUSD committee members meet the second Wednesday of each month except July, August, and December at 6:00 p.m. These meetings are held at the district office or at a school chosen by the committee. Because as much as 90% of EL students in the district are Spanish speakers, meetings are conducted in Spanish. The meetings follow Robert's Rules of Order and have an elected President, Vice-President, Secretary, and two Parliamentarian positions. There are also two school site representatives elected from each school in the district. The English Learner Resource Center Coordinator provides assistance and structure for the meetings on behalf of the District.

Schools are required to establish an English Learner Advisory Committee (ELAC) when there are 21 or more English Learners. Like the DELAC, these groups must meet a minimum of 4 times a year to perform the following objectives: Advise the principal and staff on the school's program for ELs and advise the School Site Council on the development of the Single School Plan for Student Achievement, assist the principal and staff on the school's needs assessment, the school's annual language census (R-30), and efforts to make parents aware of the importance of regular school attendance. Schools will review or develop bylaws and elect a new governing board each year; comprised of a President, Vice President, Secretary and a representative to attend the DELAC meetings.
