RFQ/RFP District Processes
Request for Qualifications (RFQ)
An RFQ is a formal document used by school districts to find out which contractors, architects, engineers, and other experts are most skilled and experienced for school construction projects.
The main purpose of an RFQ is to create a shortlist of the most qualified companies based on their experience, abilities, and financial health. This way, only the best professionals are considered for future projects for the District.
Request for Proposal (RFP) Lease-Leaseback (LLB)
Proposal Review and Selection Process
To ensure a fair and thorough selection process, all proposals will be reviewed against the RFPs minimum requirements. Following the RFP's format is highly encouraged as it will help the District with its review.
- The District aims to select the LLB entity offering the best value, considering responsiveness, price, and qualifications, as per Education Code Section 17400 et seq. as amended by AB 2316.
- A committee will review all proposals and may request clarifications. Proposals will be evaluated and ranked based on these criteria:
- Quality of Proposal: Adherence to the RFP format and organization.
- Strength of Team Members: Expertise and qualifications of the proposed team.
- Proposed Fee Structure/Pricing Information: Competitiveness and clarity of costs.
Interviews and Final Selection
- The top-ranked LLB entities, based on our evaluation, will typically be invited for an interview. However, the District can choose to skip interviews entirely, or interview some, all, or none of the proposers.
- After evaluating proposals and conducting interviews (if held), the highest-ranked firm will be selected as the best value LLB entity for the project. Proposers will be ranked against each other, considering both their proposals and any in-person interviews.
- The District reserves the right to reject all proposals, select an LLB entity based only on proposal review, or interview proposers as needed. We're not required to interview every proposer.
Request for Formal/Hard Bid Projects
The California Uniform Public Construction Cost Accounting Act (CUPCCAA) is used by the District to make construction projects more efficient and cost-effective. They keep a list of approved contractors. If you’re a licensed contractor, you generally need to apply yearly to be on the list.
Project handling depends on the cost:
- Small Jobs (up to $75,000): The District can do the work itself, negotiate directly with a contractor, or just buy materials.
- Medium Jobs ($75,001 to $220,000): The District gets bids from contractors on its approved list (informal bidding).
- Big Jobs (over $220,000): These require public advertising for bids (formal bidding).
For Big Jobs (Formal Bidding):
- Announce It: The project is publicly advertised for bids.
- Lowest Bid Wins: The law requires the District to choose the lowest bid.
- Public Process: All bids are opened publicly for fairness.
Basically, for larger projects, it's a clear and competitive process where the lowest bid gets the job.
