Citizens’ Bond Oversight Committee (CBOC)

The San Marcos Unified School District Citizens’ Bond Oversight Committee (CBOC) plays a vital role in ensuring transparency and accountability in the expenditure of voter-approved school bond revenues.

Following the approval of Measure JJ, which authorized general obligation bonds to support crucial facilities improvements District-wide, state law (Proposition 39) required the formation of an independent committee made up of community representatives. The CBOC’s purpose is to keep the public informed about how bond funds are used and to verify that they are spent only on projects and purposes authorized by voters.

The CBOC meets regularly and issues annual reports that summarize its findings regarding the use of bond proceeds and compliance with applicable laws and regulations. The committee’s work fosters public trust by reviewing audits, expenditure reports, and progress on projects funded by the bond.

San Marcos Unified School District is currently seeking community members to serve on its Citizens’ Bond Oversight Committee (CBOC). The committee plays an important role in promoting transparency and accountability by reviewing the use of voter-approved school bond funds and reporting findings to the public.

At this time, San Marcos Unified School District has three (3) vacancies, each serving a two (2) year term, in the following representative categories:

  • Senior Citizen  Active member of a senior citizen organization

  • Parent – Parent or Guardian of a student currently enrolled at an SMUSD school

  • PTO Representative – Parent or Guardian of a student currently enrolled at an SMUSD school AND active in a parent teacher organization

Committee members serve on a voluntary basis and attend quarterly meetings held in May, August, November, and February. The next scheduled meeting will be held on May 5, from 3:30–5:30 p.m., at Woodland Park Middle School.

  • Under California law (Education Code §15278), the CBOC is charged with:

    • Providing the public with clear information about how bond proceeds are being spent.

    • Reviewing expenditure reports to ensure funds are used only for authorized purposes, such as construction, renovation, modernization, and other facility improvements.

    • Reviewing annual financial and performance audits to help confirm compliance with voter expectations and legal requirements.

    Bylaws

    The Citizens’ Bond Oversight Committee operates under adopted Bylaws that define its purpose, membership, meeting procedures, and oversight responsibilities.
